In 2002, the BRAC Development Institute developed a poverty Graduation Program with an innovative and holistic approach in Bangladesh called Challenging the Frontiers of Poverty Reduction/Targeting the Ultra Poor (De Montesquiou et al., 2014). About 400,000 people participated, most of them women heads of household (Fundación Capital and DPS, 2015). From this experience, the CGAP (Consultative Group to Assist the Poor) and the Ford Foundation implemented ten pilots of the Graduation Programs in eight countries (Ethiopia, Ghana, Haiti, Honduras, India, Pakistan , Peru and Yemen) between 2006 and 2014. These benefitted about 5,000 people, most of them women (Fundación Capital and DPS, 2015).
The Platform for Evaluation and Learning of the Graduation Program in Latin America is an initiative for assessing the graduation program in Latin America. Nowadays, different graduation programs have been or are being implemented by the governments of Colombia, Mexico, Paraguay and Honduras. The inclusion of these programs by the governments to their public policy is an important difference with respect to the first generation of Graduation Programs, and is the main focus of this research.
The evaluation is performed by the Economics Department of the Universidad de los Andes (UNIANDES), through the Centro de Estudios sobre Desarrollo Económico (CEDE) as the Platform coordinator, in partnership with Implementing Partners in each country or region where these programs are being implemented. The Platform is funded by and in collaboration with the IDRC (International Development Research Center) of Canada, Ford Foundation, Fundación Capital, which is also the technical advisor for the evaluated programs, and the governments of each country.
The Platform for Evaluation and Learning of the Graduation Program in Latin America is led by Centro de Estudios sobre Desarrollo Económico (CEDE) of the Economics Department at Universidad de los Andes. The CEDE is one of the first and main research and consultancy centers studying economic and social issues in Colombia. It is renowned for the quality and innovation of its research, for having a highly qualified professional and teaching team and for its impact on public policy issues in Colombia and the region.
The International Development Research Centre is an initiative of the Canadian government for funding researches in developing countries. Established in 1970, it aims to support researchers in these countries with financial resources, advice, and training.
